एस.एस. खेड़ा के अनुसार, “जिला प्रशासन निर्धारित प्रदेश में सार्वजनिक कार्यों का प्रबन्ध हैं।” दूसरे शब्दों में, जिला प्रशासन, जिले में सरकार के सभी कार्य करता है अर्थात जिला प्रशासन जिले में सरकार के समस्त कार्यों का सामूहिक स्वरूप है तथा सार्वजनिक कार्यों के प्रबन्ध का जटिल संगठन है। लोक प्रशासन की दृष्टि से भारत जिला प्रशासन एक दोहरी इकाई है। एक तरफ जिला प्रशासन राज्य प्रशासन की क्षेत्रीय इकाई है, तो दूसरी तरफ यह पंचायती व्यवस्था के प्रभावी होने से संघीय सरकार के विकास की प्रशासनिक इकाई बन गई है। जिला प्रशासन द्वारा पंचायती राज व्यवस्था के क्रियान्वयन में राज्य प्रशासन की जवाबदेही का निर्वाहन किया जाता है। सामाजिक और राजनीतिक जीवन के दो महत्त्वपूर्ण कार्य ‘सुरक्षा’ एवं ‘विकास’ जिला प्रशासन की परिधि में आ जाते हैं। राज्य एवं केन्द्रीय सरकार से मिलने वाले नीति निर्देश को जिला प्रशासन कार्यान्वित करता है। भारत में पंचायती राज के तद्भव ने जिला प्रशासन को सशक्त किया है तथा जन-प्रतिनिधियों की राजनीति के कारण जिला प्रशासन का लोकतान्त्रिककरण हुआ है।

जिला प्रशासन का उद्भव एवं विकास (Evolution and Development of District Administration)

भारत में जिला प्रशासन की अवधारणा प्राचीनकाल से काफी विद्यमान है। सर्वप्रथम हमें जिला प्रशासन का उल्लेख मनुस्मृति जैसे ग्रन्थों में मिलता है। मनुस्मृति के अतिरिक्त कौटिल्य के अर्थशास्त्र, मौर्य साम्राज्य, मध्यकालीन प्रशासनिक व्यवस्था तथा ब्रिटिश इंडिया की प्रशासनिक व्यवस्था में जिला प्रशासन का उल्लेख मिलता है। मौर्य काल में जिलाधिकारी को रज्जुक कहा जाता था। मुगल काल में जिला प्रशासन का अधिकारी राज्य के प्रशासन का महत्त्वपूर्ण आधार स्तम्भ था। मुगल काल में अकबर के समय जिले को सरकार कहा जाता था तथा इसके मशासक को फौजदार कहते थे।

ब्रिटिश काल में उद्भव

ब्रिटिश काल में कम्पनी को 1765 में मुगलों से दीवानी अधिकार अथवा राजस्व संग्रह का अधिकार प्राप्त हुआ। ईस्ट इण्डिया कम्पनी जिस क्षेत्र से व्यापार करती थी उसे उसने ‘डिस्ट्रिक्ट’ कहना शुरू किया। बाद में जब ब्रिटिश सरकार ने भारत पर सीधा शासन करना प्रारम्भ किया तब भी इस प्रशासनिक इकाई को नहीं बदला गया था कलेक्टर इस इकाई का एक महत्त्वपूर्ण अधिकारी के रूप में नियुक्त हुआ। 1772 ई. में वॉरेन हेस्टिंग्स ने भारत में पहली बार जिला कलेक्टर के पद का सृजन किया। प्रारम्भ इस पद में राजस्व और कानून व्यवस्था मिली हुई थी, परन्तु 1792 ई. में जिला कलेक्टर की न्यायिक शक्तियों को पृथक कर जिला न्यायाधीश के पद का सृजन किया गया। लॉर्ड विलियम बैंटिक के काल में जिला न्यायाधीश से दण्डाधिकारी दायित्व को पृथक् कर जिला कलेक्टर के पद में शामिल कर दिया गया और उसके पद को नया नाम कलेक्टर एवं डिस्ट्रिक्ट मजिस्ट्रेट’ कर दिया गया।

तुलनात्मक लोक प्रशासन का अर्थ

आरम्भ में जिला कलेक्टर की नियुक्ति ‘केवेनेन्टेड सिविल सर्विस’ से को जाती थी इन्हें इंग्लैण्ड के हेलबरी कॉलेज में प्रशिक्षण दिया जाता था। बाद में मैकाले रिपोर्ट के आधार पर भारतीय सिविल सेवा (Indian Civil Service, ICS) के द्वारा कलेक्टर की नियुक्ति की जाने लगी। ब्रिटिश शासन काल में कलेक्टर मुख्यतौर से कानून व्यवस्था एवं राजस्व संग्रह का कार्य करते थे। स्वतन्त्रता के बाद भारत में जिला प्रशासन ही क्षेत्रीय प्रशासन को मुख्य इकाई बना हुआ है जिस पर भारत के लोक प्रशासन का ढाँचा खड़ा किया गया है। जहाँ तक भारतीय संविधान की बात है, तो उसमें कहीं भी जिले को प्रशासनिक इकाई बनाने का उल्लेख नहीं है। स्वतन्त्रता के बाद जिला प्रशासन के लक्ष्यों एवं कार्यों में परिवर्तन हुए तथा उनका कार्यक्षेत्र एवं दायित्व में वृद्धि हुई।

    Great insight although I am still new to all of this. My husband and I are in the midst of selling everything we own and heading south with our camper to play music. I want to create something that I can have a link on our FB page for family, friends, and fans to follow us. I am not a stranger to computers….but I was clueless when “coding” was mentioned here. What can I use that I can easily download photos, add links to different venues, etc, connect with FB (?), and customize to a point? At this point I would rather stay in the free range. I do not mind having to pay for a domain name. I just dont have time to do all the comparison. Any easy answer will be much appreciated.
